Sautee cauliflower in olive oil for a few minutes or until slightly brown (this is an optional step but I think it gives it some more flavor and looks more appealing than a bare white cauliflower)

Set cauliflower aside

brown the beef, onions and salt and pepper

add the cauliflower, chicken stock, and cumin
-
cover on low for 5-10 minutes (until the cauliflower is tender but not too soft)

add the cilantro and garlic in the end

cover again for another few minutes
-
serve with lemon wedges, white rice and/or pita bread
